In the brain neurones connect at synapses. This is where signals pass from one to another, but not all connections are equally strong, the idea of synapse weights captures this strength. In an artificial neural network these are encoded as a numerical value, but in the brain the synapses can physically grow or shrink depending on use, a key part of long-term memory.
